Acceptable Use Policy
Computing and Information Technology are vital to the educational mission of Wayne County Community College District (WCCCD). The District has invested significant human and financial resources to establish and maintain IT systems that enhance information sharing, communication, and idea exchange. Access to these systems is a privilege with responsibilities and obligations and is subject to District policy and local, state, federal, and international laws.
Scope
This policy applies to all WCCCD employees (permanent and temporary), students, contractors, consultants, and other users. It covers email and other communications on District-owned computing and networking resources. The policy applies to any technology that can access the District network, including PCs, laptops, PDAs, and other wired or wireless devices.
Policy
WCCCD provides IT resources to various users, including faculty, staff, students, and consultants. All users are responsible for using these resources effectively, ethically, and legally, and for maintaining the integrity of the computing and networking systems.
Acceptable Uses
- Use all systems and software for appropriate purposes.
- Protect your user ID and password from unauthorized access.
- Be courteous when using public resources.
- Communicate considerately and ethically while using the network.
- Comply with copyright and other laws related to software and materials used at the District.
- Respect all applicable laws, District policies, and contractual agreements.
Unacceptable Uses
- Attempting unauthorized access to resources and information, including others' user IDs and passwords.
- Deliberately overloading the WCCCD system.
- Evading or threatening the District's security procedures.
- Using IT resources for unlawful activities or for harassment and disruption.
- Introducing viruses or engaging in wasteful acts, such as unnecessary printing.
- Making or using illegal copies of copyrighted materials or software.
- Using District resources for personal profit without written approval from the Chancellor or designated authority.
- Connecting personal technology to the District network without IT director approval.
- Using programs to crack passwords or access controlled information.
Privacy and Use of Information
WCCCD does not guarantee the privacy of electronic communications. Users should be aware that communications may be forwarded, intercepted, or stored by others. All messages sent or received using District-owned resources are considered the property of the District.
Users should understand that communications may be disclosed to law enforcement or other third parties without consent.
Monitoring
Currently, WCCCD does not routinely monitor electronic communications. However, the District reserves the right to monitor content as needed for operational, maintenance, security, and investigative purposes. Users should assume that their communications may be reviewed by District management.
Non-compliance
This Acceptable Use Policy will be strictly enforced. Violations may result in disciplinary actions, including termination (for employees), expulsion or suspension (for students), or termination of contracts (for consultants or contractors). Users may also face suspension of computing and networking privileges.
Copyright and Licensing Agreements
WCCCD complies with all laws governing intellectual property. Users may not copy, transfer, rename, add, or delete information or programs belonging to others without express permission. Violations of copyright or licensing agreements can result in disciplinary action and legal consequences.
The District and its employees must comply with the Federal Copyright Act (Title 17 of the U.S. Code) and all software license agreements. Civil penalties for copyright violations can expose the District and users to liability for damages and fines. Willful violations for commercial advantage may lead to criminal penalties, including fines and possible jail time.
